NOUN: National Open University of Nigeria are defrauding innocent Nigerian students by asking them to pay for course materials worth N20,000 (for 10 courses) but after the payment, students would be given just two or three course materials out of 10; this what has been going on in that university.

So student are now left with a choice of going out and start looking for where to buy the remaining 8 courses materials. i believe that the moment a student pays for something, that particular thing payed for should be given to that student not the other way round.
